A Bill
To amend the act passed March 23, 1867, entitled "An act supplementary to an act to provide for the more efficient government of the rebel States,” passed March 2, 1867, and to facilitate the restoration thereof.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That hereafter any elso much of the fifth section authorized by theof an act passed March 23, 1867, entitled “An act supplementary to an act to provide for the more efficient government of the rebel States, passed March 2, 1867, and to facilitate their restoration," shall be decided byas requires that a majority of all the registered votes actually cast; and atof the election in which the quedistrict shall be cast ion favor of the radoption or rejecfication of anythe constitution is submitted, any person duly registered in the State may vote in the election district where he offers to vote when he has residedbefore it becomes valid be, and the same is hereby, so far modified that a majority of the votes cast at therei election for ten days next preceding such eleche ratification, upon presenta or rejection of this certificate of registraConstitution, affidavit, or oth shall be considered satisfactory evalidence under such regulations as and as affirming or rejecting the district commanders may prescribeconstitution.
Sec. 2. And be it further enacted, That the constitutional convention of any of theseveral States mentioned inwhich may be reconstructed under the acts to which this is amendatory of March 2, 1867, and its supplements, may provide that at the time of voting upon the ratification of the constitution vothe registered voters may vote also tor members ofalso for members of Congress, who shall be entitled to take their seats in the Hounext session of RepresenCongress after their several Statives of the Unshall have been admitted Statesinto the Union; and for alluntil a new apportionment the elective officon for said members provided for byshall be according to the districts as they existed constitutionin 1858 and 1859, except when otherwise provided for; and the same electionve officers who shall make the return of the votes cast on the ratification or rejection of the constitution shall enumerate and certify the votes cast for the members of Congress, and give certificates of election to those having the largest number of votes and whom they may deem entitled thereto.
