- all parties would observe a vow of confidentiality throughout the talks. Agreed statements would be issued at the end of each day as necessary;
- the two Ministers and four party leaders would give a photo-call before the first plenary but take no questions.

- the Business Committee needed to address itself immediately to the calendar for plenaries. The party leaders indicated that plenaries every Monday, Tuesday and Wednesday would not be practicable or constructive;
- there was assent to the Secretary of State's proposition that frequent meetings of himself, Mr Hanley and the party leaders would be important for maintaining the momentum.
