The Wyoming Constitution Convention began September 2, 1889 without the authorization from an enabling act. The articles were individually voted on, creating the final Constitution of Wyoming on September 30, 1889. It was later ratified on November 5, 1889.

The articles on Chinese Labor; Police Powers; Railroad and Telegraph Lines; Federal Relations; Boards of Arbitration; Taxation and Revenue; Corporations other than Municipal; and Labor were also considered.
The lLegislature shall establish bBoards of aArbitration, w. Whose duty it shall be to hear and determine all differences and controversies between laborganizations or associers and their employers, which shall be submitted to them in writing by all the parties. Such Boards of Arbitrations of labor shall possess all the powers and autheir employers, which shall be submitted to thority in respect to administering oaths subpoenaing witnesses and compelling their attendance, perusing order during the sittings of the Board, punishing for contempt, requirin such mg the production of papers and writings, enforcing their decisions, as nd all other powers and privilegisles in their nature may provide.
