Article on Water Rights
Section 1 All existing rights toThe waters of all natural springs, streams, lakes and collections of still water, within the useboundaries of any ofthe State are hereby declared to be the watersproperty of this Se state for any useful purpose,, are hereby declared to be the property of the state; but such ownership shall be recognized and confirmedin no way impair away existing, lawfully acquired right to the use of said waters.
