Section 1. Every citizen of the United States, not laboring under any of the disabilities named in this Constitution, of the age of twenty-one years and over, who shall have resided in the State one year, and in the county six months, and in the voting precinct sixty days, next preceding any election, shall be entitled to vote for all officers that now are or hereafter may be elected by the people, and upon all questions submitted to the electors at such election, except as herein otherwise provided.
Section 2. Every citizen of the United States of the age of 21 years and upwards who shall have been a citizen for ninety days, who has resided in the state or territory one year, in the county four months, and in the precinct sixty days next preceding any election shall be entitled to vote at such election except as herein otherwise provided.
