Wyoming State Constitutional Convention 1889

The Wyoming Constitution Convention began September 2, 1889 without the authorization from an enabling act. The articles were individually voted on, creating the final Constitution of Wyoming on September 30, 1889. It was later ratified on November 5, 1889.

Section 1. SinceAs the security and general welfare of a state depends mainly on the popular intelligence and virtue of its citizens, the legislature shall provide forestablish and maintain a complete and uniform system of public instruction, embracing free elementary schools of every needed kind and grade, a university with such technical and professional departments as the public good may demand, and the means of the state will allow, and such other schoolsadditional institutions for normal instruction, as may be necessary.
