Wyoming State Constitutional Convention 1889

The Wyoming Constitution Convention began September 2, 1889 without the authorization from an enabling act. The articles were individually voted on, creating the final Constitution of Wyoming on September 30, 1889. It was later ratified on November 5, 1889.

Section 1. All lands and improvements thereon in the state shall be listed for assessment, valued for taxation and assessed separately. All taxes shall be uniform upon the same class of subjects within the territorial limits of the authority levying the tax, and shall be levied and collected under general laws, which shall prescribe such regulations as shall secure a just valuation for taxaAll mines and minall property, re personal; Provided, That mines and mining claimclaimsgold, silveargold, silver, andd oother per precious metals (exceptcious metals, soda, saline,o, mineral oil, or ovaluable deposits, as are or may bet proceedssurface improvementsduced, shall be fax addition to the surface ireof)mproves,in lieu of taxes on the lands, onthe periodten years gross product the date of the adoption of this Constitution, and thereafter may be taxed as provided by law.
