[Report of the Committee on State Debts and Militia as Amended by the Convention]

The Legislature shall fulfil the engagements and discharge the debts of the United States.

[The Legislature of the United-States shall have power] To establish an unimake laws formity ofrganizing, arms, exerciseing, and disciplining the militia, and forganization for governing such part of them as militia — and to provide foray be employed in the service of the United States, reserving to the governStates respectively, the appointment of them when called Officers, and the authority of training the militia according to the service ofdiscipline prescribed by the United States
