Resolved That all Bills fr raisig or ppropriatg money, and for fixe slaries of he Officers ofthe Goverent of the United States shall originate in the first Branch of the Lgislatue of the United States, andnot e mentioned shaltered haver amend by the second Branch — and that no money suffrage &cashall b drawn fro the Pulic Trasuy but in pursuance of appropriations to be originated by the first Branch.

8. Resolved That in the second Branch of the Legislature of the United States each State shall have an equal vote.
