A Proposition Relative to Alien Contract Labor.

IT IS HEREBY PROPOSED:

To the end that the State police power shall supplement the powers of the federal government to prevent the importation of alien laborers into the State from any foreign country under contract, the Legislature at its first session shall enact a law making it a crime for any individual, association or corporation to import laborers into the State from any foreign country under contract to work in the State, and prescribing a proper penalty for such crime.
