No. 70.

Introduced by Mr. Winsor of Yuma County.

A Proposition Relative to Publicity of Campaign Contributions.

It is hereby proposed:

Section 1. The first General Assembly shall enact a law providing for general publicity, not more than eight nor less than three days before elections, of all contributions of money or its equivalent, made or promised, and of all expenditures made or promised, for the purpose of influencing any primary, general or municipal election, held in the State or in any of the counties, districts or municipalities thereof. Said law shall provide that every political committee—state, county or municipal—shall have an officer whose duty it shall be to keep a detailed account, and in accordance therewith prepare and make public a sworn statement, of all money or the equivalent thereof received by or promised to such committee or an member thereof, or by or to any person acting under its authority or in its behalf, and the name of every person, firm, corporation, association or committee from whom received, and of all expenditures, disbursements or promises of payment of disbursement made by the committee or any member thereof, or by any person acting under its authority, or in its behaf, and to whom paid, distributed, disbursed or promised.
