Mr. President,

Your Committee on Suffrage and Elections begs leave to report that it has examined Proposition Number 21, and respectfully recommends that it be amended so as to read as follows:

"The general assembly at its first session shall enact a direct primary law, which shall also provide for an advisory vote on the election of senators."
