No. 12.

Introduced by Mr. Webb, of Graham County.

A PROPOSITION RELATIVE TO LABOR.

It is hereby proposed:

Sec. 1. The Legislature shall prohibit:

1st. The employment of women, or of children under the age of fifteen years, in underground mines.

2nd. The contracting of convict labor.

3rd. The labor of convicts outside prison grounds, except on public works under the direct control of the State.

4th. The political and commercial control of employes.

5th. The Legislature, by appropriate legislation, shall provide for the enforcement of the provisions of this Article.
