Blue, hexagon-shaped icons relate to 'procedural' proposals that do not directly alter text but affect how a committee does its work (and are usually used only for transient things, such as a point of order.)

Created via resolution passed by the House on January 9th, 1861, the Special Committee of Five was designed to recieve and consider a message from the President recieved on the aforementioned day regarding the secession crisis, the slavery question, and possible compromises.
