Having debated and amended the Virginia Plan in the Committee of the Whole House, the resolutions contained within it were written up into a report which was referred to the Convention for further debate. Many of the major decisions about the main outline of the constitution were made in the process of crating this report. The final decision to move ahead with considering the report marked the end of consideration of the New Jersey and Pinckney Plans, though their influence would be felt throughout the process of framing the Constitution.
