An amendment to the Constitution of the United States that granted citizenship and equal rights, both civil and legal, to Black Americans, including those who had been emancipated by the thirteenth amendment.
A sub-committee of the Joint Committee of Fifteen on Reconstruction appointed to examine and report the present condition of Tennessee; what as been their action in relation to any amendments to the Federal and State constitutions; the present legal position of freedmen in the state; how the ordinances of secession are being treated in the state; and whether the validity of debts contracted for the support of the rebellion is acknowledged.
