Washington's first constitutional convention met between July and August 1889 to draft the state's foundational text.

Messages were received. The Report of the Committee on Corporations Other Than Municipal was presented. The Convention then resolved into the Committee of the Whole to discuss the Article on Executive Department and Pardoning Power. The Committee of the Whole then reported the Article on Executive Department to the Convention.
