Washington's first constitutional convention met between July and August 1889 to draft the state's foundational text.

The Committee on Credentials presented its report which was read, discussed, and adopted. John P. Hoyt was elected permanent president. The Convention also elected other permanent convention officers. The Committee on Rules and Order of Business was appointed.
