The Civil Rights Act of 1875

William A. Phillips

(January 14, 1824 — November 30, 1893) Phillips was a businessman, lawyer, and politician. William Phillips was born in Paisley, Scotland and immigrated to the United States in 1838 with his parents. Phillips and his family settled in Illinois, where he studied law and was admitted to the bar in 1855. After moving to Kansas, Phillips became the first justice of the State Supreme Court under the Leavenworth Constitution, and he helped establish the city of Salina, Kansas. During the Civil War, Phillips was among the first troops in Kansas. After the war, he served in the State House of Representatives in 1865. Phillips was elected as a Republican to the United States House of Representatives and served from March 4, 1873 to March 3, 1879.
