The Civil Rights Act of 1875

Sherman O. Houghton

(April 10, 1828 — August 31, 1914) Houghton was a lawyer and public servant. Sherman Houghton was born in New York City and moved to Monterey, California after serving in the Mexican War. He served in many capacities, including deputy clerk to the State Supreme Court and mayor of San Jose, California. He was elected as a Republican to the Forty-Second and Forty-Third Congresses from March 4, 1871 to March 3, 1875.
