The Civil Rights Act of 1875

James J. Winans

(June 7, 1818 — April 28, 1879) James January Winans was an American politician, lawyer, and judge. Winans was born in Maysville, Kentucky in 1818 and moved to Ohio with his parents. He studied law and was admitted to the bar in 1841. Winans served in various public offices including clerk of Green County Courts, State Senator, and State Representative. He also served as judge of the court of common pleas from 1864 to 1871. Winans was elected as a Republican to the United States House of Representatives and served from March 4, 1869 to March 3, 1871.
