The Civil Rights Act of 1875

Francis E. Shober

(March 12, 1831 — May 29, 1896) Shober was a politician, lawyer, and judge. Francis Edwin Shober was born in Salem, North Carolina in 1831. He graduated from the University of North Carolina at Chapel Hill, studied law, and was admitted to the bar. Shober served in the State House of Commons in 1862 and 1864, and in the State Senate in 1865. He was elected as a Democrat to the United States House of Representatives and served from March 4, 1869 to March 3, 1873. After serving in Congress, Shober was a delegate to the State constitutional convention in 1875 and served as a county judge in Rowan County. In 1877, he was appointed as Chief Clerk to the United States Senate and served until he as appointed Secretary of the Senate in 1881, after the death of Secretary, John Burch.
