The Civil Rights Act of 1875

George M. Brooks

(July 26, 1824 — September 22, 1893) Brooks was a lawyer, judge, and politician. George Merrick Brooks was born in Concord, Massachusetts and attended an academy in Concord and a boarding school in Waltham. Brooks studied law at Harvard University and was admitted to the bar in 1847. He served as a member of the State House of Representatives (1858) and as a member of the State Senate (1859). Brooks was elected as a Republican to the United States House of Representatives to fill the vacancy occasioned by the death of George S. Boutwell. He served from November 2, 1869 to May 13, 1872, when he resigned to be a judge in Middlesex County.
