William H. Kelsey
"(October 2, 1812 -- April 20, 1879) William Henry Kelsey was a(n) lawyer, public servant, and American politician. He was born in Smyrna, Chenango County, New York. Kelsey studied law and was admitted to the bar in 1843. He served as a surrogate of Livingston County (1840-1844) and district attorney of Livingston County (1850 - 1853). William was elected as a Opposition Party to the 34th Congress and was elected as a Republican to the 35th, 40th, and 41st Congresses (March 4, 1855-March 3, 1859 & March 4, 1867 - March 3, 1871) and was not elected in 1858. During Kelsey's time on Congress, he served as chairman on the Committee on Engraving (34th Congress).
