The Civil Rights Act of 1875

Charles W. Willard

(June 16, 1827 — June 8, 1880) Willard was an American politician and lawyer. Charles Willard was born in Lyndon, Vermont and attended Dartmouth College in 1851, where he studied law. He served as member of the State Senate from 1860 to 1861, and Secretary of State of Vermont from 1855 to 1856, when we declined a reelection. Willard was elected as a Republican to the United States House of Representatives from March 4, 1869 to March 3, 1875.
