United States Thirteenth Amendment 1863-65

William E. Finck

(1 September, 1822 -- 25 January, 1901) Finck was an American lawyer and politician. Born in Perry County, Ohio, Finck studied law and was admitted to the bar in 1843. Finck was elected as a Democrat to the Thirty-eighth and Thirty-ninth Congresses and later to the Forty-third Congress to fill the vacancy created by the resignation of Hugh J. Jewett.
