(27 January, 1819 -- 14 October, 1906) Thayer was an American lawyer and politician. Born in Petersburg, Va., Thayer moved with his father to Pennsylvania in 1837. Thayer studied law and was admitted to the bar in 1842. Thayer was elected as a Republican to the Thirty-eighth and Thirty-ninth Congresses.
