(8 October, 1818 -- 25 January, 1895) Hutchins was an American lawyer and politician. Born in Hartford, Trumbull County, Ohio, Hutchins studied law and was admitted to the bar in 1841. Hutchins was a member of the State house of representatives in 1852 and 1853 and was elected as a Democrat to the Thirty-eighth Congress. After his first term he did not succeed any reelection.
