(12 April, 1827 -- 13 June, 1903) McKinney was an American lawyer and politician. Born in Miami County, Ohio, McKinney studied law and was admitted to the bar in 1850. McKinney was elected as a Democrat to the Thirty-eighth Congress and later to the Forty-second Congress.
