(17 July, 1826 -- 29 April, 1895) Frank was an American businessman and politician. Born in Wyoming County, N.Y., Frank was the director and vice president of the Buffalo & New York City Railroad Co. Frank was elected as a Republican to the Thirty-sixth, Thirty-seventh, and Thirty-eighth Congresses. Afterwards Frank served as director of Wyoming County National Bank in 1865 and was a member of the State constitutional convention in 1867 and 1868.
