(18 June, 1809 -- 4 March, 1863) Kellogg was an American lawyer and politician. Born in Essex County, N.Y., Kellogg studied law and was admitted to the bar in 1838. Kellogg was elected as a Whig to the Thirtieth Congress and later was elected as a Republican to the Thirty-eighth and Thirty-ninth Congresses.
