Born in Parsonsfield, Maine, Sweat graduated from Harvard Law in 1840 and after admittance to the bar began practice in New Orleans, La.. In 1841, Sweat returned to Maine and held several local offices. Rice was elected as a Democrat to the Thirty-eighth Congress serving from March 4th, 1863 to March 3rd, 1865.
