An amendment to the United States Constitution to abolish slavery introduced during the American Civil War.

(28 February, 1814 -- 28 May, 1863) Temple was an American businessman and politician. Born in Queen Anne County, Md., Temple served in the State house of representatives in 1844 and the State senate from 1845 to 1854. Temple was Delaware's governor from May 1846 to January 1847 and was elected as a Democrat to the Thirty-eighth Congress serving from March 4th, 1863 until his death on May 28th, 1863.
