Washington State Constitutional Convention 1889

Washington's first constitutional convention met between July and August 1889 to draft the state's foundational text.

A Republican from the Fourth District, the forty year old printer and publisher lived in Davenport. ... Born in Missouri in 1849, Dallam was raised in Illinois where he published the Warsaw Bulletin from 1876 to 1875. He published the Hayward Journal in California from 1877 to 1882. Moving to Washington, he established the Review in Spokane Falls, publishing it from 1883 to 1889. At the time of the Convention, he was putting out the Davenport Times. Dallam served on the following committees: Preamble and Bill of Rights; County, City and Township Organization; Printing, Mileage and Contingent Expenses; State Seal.
