Lincoln was born in Berkshire, Tioga County, New York. He studied law and was admitted to the bar. William was postmaster of Newark Valley (September 20, 1838 - February 24, 1841 & December 19, 1844 - September 19,1866). supervisor (1841, 1844, 1865, 1866) and justice of the peace (1852 & 1855). Lincoln was elected as a Republican to the 40th Congress (March 4, 1867 - March 3, 1869) and was not a candidate for reelection.
