Born 1 November 1933. Joined the diplomatic service of the Department of Foreign Affairs in 1960. From 1980 to 1983 he was the Permanent Representative of Ireland at the United Nations in New York. From 1983 to 1987, Dorr was the Irish Ambassador to the UK. Secretary General of the Department of Foreign Affairs from 1987 to 1995.

Minister for Justice (1992 - 1993) Elected to Dáil Éireann as a Fianna Fáil TD (1977); Minister for the Environment (1987). Sacked from the cabinet in 1991 for support of a motion of no confidence in Taoiseach Charles Haughey. Instated as Minister for Justice by Albert Reynolds (1992-3). Appointed as Ireland's European Commissioner in 1993

Although there was no 'Mr O'Malley' listed as a delegate to Strand 2, his name appears in the British Government summary record of the Strand 2 meeting held on 24 July 1992. We have no further information regarding his identity.

Seán Ó hUiginn. Head of the Anglo-Irish Division of the Irish Department of Foreign Affairs, 1991-97. Irish ambassador to the United States, 1997-2011, and was subsequently Irish ambassador to Germany. Instrumental in the negotiation of the Downing Street Joint Delegation in 1993 and was an Irish government delegate to the 1996-1998 multi-party talks.
