He was born in Springfield, Massachusetts and moved to Iowa, Minnesota, and Montana. James studied law and was admitted to the bar in 1854. He was a member of the state constitutional convention (1865). Cavanaugh was elected from Minnesota as a Democrat to the 35th Congress (May 11, 1858 -March 3, 1859). James moved to Montana and was elected as a Democrat Delegate to the 40th and 41st Congresses (March 3, 1867 - March 3, 1871) and was not reelected. (September 21, 1838 — August 3, 1901) Clagett was an American politician and lawyer. William Clagett was born in Prince George’s County, Maryland and moved to Iowa in 1850. After studying law in Albany, New York, Clagett was admitted to the bar and practiced law in Iowa from 1858 to 1861. In 1861, he relocated to Carson City, Nevada, where he served as a member of the Territorial House of Representatives (1862-1863), and after the Territory obtained Statehood, he served as a member of the State House of Representatives from 1864 to 1865. He moved to the Montana Territory and was elected as a Republican to represent the Territory for the Forty-Second Congress from March 4, 1871 to March 3, 1873. Martin Maginnis was born in Wayne County, New York and moved to Minnesota in 1852 where he attended Hamline University. He served in the Minnesota Volunteer Infantry from 1861 to 1865. He moved to Helena, Montana in 1866 and was involved in mining and publishing. He was elected as a Democrat to Congress and served from March 4, 1873 to March 3, 1885.
