Vining, after studying law under George Read, was elected to the Continental Congress three times and to the Delaware House of Assembly twice. He was the only Delaware delegate to the House of Representatives in the First Congress. He was a member of thirty-eight committees in the first U.S. House. After his stint in the House, Vining was elected to the Senate, where he served for five years.
