The Committee of Eleven report is created and sent to the House
Twelve articles of amendment to the Constitution, introduced in September 1789 by Congress.
A House committee, consisting of one member from each state, 'with instruction to take the subject of amendments to the Constitution of the United States generally into their consideration, and to report thereupon to the House.'
