A sub-committee of the Joint Committee of Fifteen on Reconstruction appointed to examine and report the present condition of Virginia, North Carolina, and South Carolina; their actions in relation to any amendments to the Federal and State constitutions; the present legal position of freedmen in the states; how the ordinances of secession are being treated in the states; and whether the validity of debts contracted for the support of the rebellion is acknowledged.
