Proposing an amendment to the Constitution of the United States.
Be it resolved by the Senate and House of Representatives of the United States of America in Congress assembled, (two thirds of both Houses concurring,) That the following article be proposed to the Legislatures of the several States as an amendment to the Constitution of the United States, which, when ratified by three fourths of said Legislatures, shall be held as part of said Constitution, namely:

Sec. 1. Congress shall have power to abolish or modify any restrictions upon[+e866981]The right of any citizen[-e866981]s[+e866904] of right[+e866981]the United St[-e866981]ates to vor[+e866981]ote[-e866981] and hold o[+e866904]n[+e867038]ff[+e866904]prescrib[+e866981]ice [+e866904 -e866981]shall not be denied or ab[-e866981]ridged by Constitution or laws[+e866981]the United States[-e866981],[+e866904 -e866981] or[-e866981] by[+e866904 -e866981] any State[-e866981], on acc[+e866904 -e866981]ount[+e866904]any Stat[+e866981] by reason of race, color[-e866981],[+e866904 -e866981] or previous conditi[-e866981]on of slav[-e866904]ervitude[+e866904]y of any citizen or class of citizens of the United States[-e866904].
Sec. 2. The Congress shall have power to enforce by proper legislation the provisions of this article.
