Joint Resolution
Proposing an amendment to the Constitution of the United States.
Be it resolved by the Senate and House of Representatives of the United States of America in Congress assembled, (two thirds of both Houses concurring,) That the following article be proposed to the conventions in[+e866961]Legislatures of[-e866961] the several States as an amendment to the Constitution of the United States, which, when ratified by three fourths of said Legislatures, shall be held as part of said Constitution, namely:

Sec. 1. The right of any [-e866904]citizens[+e866904] of the United States to vote and hold office [+e866904]shall not be denied or abridged by the United States,[+e866904] or by[+e866904] any State, on account[+e866904] by reason[-e866904] of race, color,[+e866904] or previous condition of slav[-e866904]ervitude[+e866904]y of any citizen or class of citizens of the United States[-e866904].
Sec. 2. The Congress shall have power to enforce by proper legislation the provisions of this article.
