Joint Resolution

Proposing an amendment to the Constitution of the United States.

Be it resolved by the Senate and House of Representatives of the United States of America in Congress assembled, (two thirds of both Houses concurring,) That the following article be proposed to the Legislatures of the several States as an amendment to the Constitution of the United States, which, when ratified by three fourths of said Legislatures, shall be held as part of said Constitution, namely:

Sec. 1. No State shall make or enforce any law which shall [+e866845]abri[+e866845 -e866847]d[+e866845]g[+e866845 -e866847]e[+e866845]ny[+e866847] or [+e866845]abri[+e866847]d[+e866845]g[+e866847]e[+e866845]ny[+e866845 -e866847] to[+e866845]The right of[-e866845] any male [+e866845]citizen of the Unitethe age of[+e866847]d States [-e866847]of so[+e866845 -e866847]und mind and twenty[+e866845]r over, and who [+e866847]-one years of age[+e866845 -e866847]to vote shall [-e866847]no[-e866845]t [-e866847]b[-e866845]e denied [-e866847]of[+e866847]r ound mind, an equal vot[+e866847]upward the equal exercise, subject to such registration laws as the[+e866845 -e866847]abridge[-e866847]d by the United[-e866845] State may e[+e866845]stabl[+e866845]in [+e866847]is[+e866845]ich[+e866847]h,[+e866845 -e866847] o[-e866847]f[+e866845 -e866847] the elective f[+e866845]his [+e866847]ranchi[+e866845]se[+e866845 -e866847] at all[+e866845]nce, such right to vote to be under[+e866847] elections in the[+e866845 -e866847]ny State [-e866847]wherein he shal[+e866845 -e866847]l have[+e866845]regula[+e866847] act[+e866845 -e866847]uall[+e866845]s as shall be prescribed by law[+e866847]y reside[+e866845] to[+e866847]d f[+e866845]by [-e866845]as have engaged, or may hereafter[+e866847]reason of the race, colo[-e866847] [+e866845 -e866847]a[+e866845]r erio[+e866845],[+e866847]d of[+e866845] [+e866845 -e866847]or previous[-e866847]e[+e866845 -e866847] year next p[+e866845]r[+e866845 -e866847]ece[+e866845] rebellion against the United States, and to such as[+e866847]c[-e866847]ng such elec[+e866845 -e866847]ondi[-e866847], ex[+e866845 -e866847]cept such[+e866845]t[-e866847]ion of sla[-e866845]verysaid[+e866845] of any cit[-e866847]s [+e866845 -e866847]izen[-e866847] o[-e866845]r [+e866845]chall engage in rebellion[+e866845]lar insurrection, or who may have been, or shall be, duly convic[+e866845]ss of citizens of the[-e866845] Uniof treason or other infamous crime[+e866845]ted St[-e866845]ates.

Sec. 2. The Congress shall have power to enforce by proper legislation the provisions of this article.
