Joint Resolution

Proposing an amendment to the Constitution of the United States.

Be it resolved by the Senate and House of Representatives of the United States of America in Congress assembled, (two thirds of both Houses concurring,) That the following article be proposed to the Legislatures of the several States as an amendment to the Constitution of the United States, which, when ratified by three fourths of said Legislatures, shall be held as part of said Constitution, namely:

Sec. 1. No State shall make or enforce any law which shall abridge or deny to[+e866845]The right of[-e866845] any male [+e866845]citizen of the United States of sound mind and twenty-one years of age[+e866845]to vote shall not be denied[-e866845] or upward the equal exercise, subject to such registration laws as the[+e866845]abridged by the United[-e866845] State may e[+e866845]stablish,[+e866845] of the elective f[+e866845]ranchise[+e866845] at all elections in the[+e866845]ny[-e866845] State wherein he shall have actually resided f[+e866845]by reason of the race, co[-e866845]lo a[+e866845]r eriod of [+e866845]or previo[-e866845]use year next prece[+e866845] cng such elec[+e866845]ondi, except such[+e866845]tion of sla[-e866845]verysaid[+e866845] of[-e866845] any cits [+e866845]izen o[-e866845]r [+e866845]chall engage in rebellion[+e866845]lar insurrection, or who may have been, or shall be, duly convic[+e866845]ss of citizens of the[-e866845] Uniof treason or other infamous crime[+e866845]ted St[-e866845]ates.

Sec. 2. The Congress shall have power to enforce by proper legislation the provisions of this article.
