JOINT RESOLUTION

Submitting to the legislatures of the several States a proposition to amend the Constitution of the United States.

Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, [[-e866661](two thirds of both Houses concurring,) That the following articles[-e866661] be proposed to the Legislatures of the several States as an[+e866661] amendments[-e866661] to the Constitution of the United States, which, when ratified by three fourths of said Legislatures, shall be valid, to all intents and purposes, as a part of the said Constitution, namely:][-e866661]

SEC[+e866661]. 1. Neither s[+e866661]S[-e866661]lavery n[+e866661]or involuntary servitude, except as a punishment for crime, w[+e866661]shall not exist in the United States. [-e866661]

T[-e866661]he Cong[-e866661]reof t[+e866661]ss, w[-e866661]henever[-e866661] p[+e866661]a majo[-e866661]ri[-e866661]ty shall have been duly convi[+e866661]of the members ele[-e866661]cted,[+e866661] to each House[-e866661] shall exist within the United States[+e866661]deem it necessary, may propose amendments to the Constitution[-e866661], or any place subject to[+e866661], on the application of the Legislatures of a majority of[-e866661] their jurisdic[+e866661] several States, shall call a conven[-e866661]tion. SEC. 2. Congress[+e866661] for proposing amendments, which in either case[-e866661] shall have power to enforce[+e866661]be valid, to all intents and purposes, as part of the Constitution, when ratified by[-e866661] the Leg[-e866661]is article[+e866661]latures or two thirds of the several States, or[-e866661] by appropriate legisl[+e866661]conventions in two thirds thereof, as the one or the other mode of ratific[-e866661]ation may be proposed by Congress[-e866661].
