A Bill

To amend the act passed March 23, 1867, entitled "An act supplementary to an act to provide for the more efficient government of the rebel States,” passed March 2, 1867, and to facilitate the restoration thereof.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That hereafter any el[+e866381]so much of the fifth s[-e866381]ection authorized by the[+e866381]of an[-e866381] act passed March 23, 1867, entitled “An act supplementary to an act to provide for the more efficient government of the rebel States, passed March 2, 1867, and to facilitate their [-e866381]restoration," shall be decided by[+e866381]as requires that[-e866381] a majority of all[-e866381] the registered [-e866381]votes actually[+e866381]of the district shall be[-e866381] cast; and at[+e866381] in favor of[-e866381] the elec[+e866381]ratification of the constitu[-e866381]tion in which[+e866381]before it becomes valid be, and the same is hereby, so far modified that a majority of[-e866381] the qu[+e866381]vot[-e866381]es cast at the elec[-e866381]tion o[+e866381]for[-e866381] the adop[+e866381]ratifica[-e866381]tion or rejection of any c[+e866381]the C[-e866381]onstitution shall be cons[-e866381]idered a[-e866381]s subm[+e866381]valid and as affirming or rejecting the constitution. Sec. 2. And be [-e866381]it further enac[-e866381]ted, any person dul[+e866381]That the several States which ma[-e866381]y be [-e866381]regis[+e866381]construc[-e866381]ted unde[-e866381]r th[-e866381]e act of March 2, 1867, an[-e866381]d its supplements,[-e866381] may at the time of [-e866381]voting upon th[-e866381]e rat[-e866381]ificatio[-e866381]n any part[+e866381]of the constitution vote also for members[-e866381] of the S[+e866381]Congress, who shall be entitled to [-e866381]take [-e866381]th[-e866381]eir seats[-e866381] in which he[+e866381]the next session of Congress after their several States[-e866381] shall have been registered, w[+e866381]admitted into t[-e866381]he Union; and until a new appo[-e866381]rtionm[-e866381]ent[-e866381] t[-e866381]he may res[+e866381]election for sa[-e866381]id m[-e866381]embers[-e866381] sh[-e866381]all be according [-e866381]to[-e866381] the time of such election upon pre[+e866381]districts as they existed in 1858 and 1859, except when otherwi[-e866381]se provided for; a[-e866381]nd [-e866381]the s[-e866381]ame elec[-e866381]tive [-e866381]officers who make the retur[-e866381]n of hi[+e866381]the vote[-e866381]s cast on th[-e866381]e [-e866381]ra[-e866381]tification or r[-e866381]ejection[-e866381] of registra[+e866381]the constitu[-e866381]tion,[+e866381] shall en[-e866381]umerate a[-e866381]nd c[-e866381]er such regula[+e866381]tify the votes cast for the members of Congress, and give certificates of elec[-e866381]tions as[+e866381] to those having[-e866381] the district commanders[+e866381]largest number of votes and whom they[-e866381] may prescribe[+e866381]deem entitled thereto[-e866381].
