Joint Resolution to amend the Constitution of the United States.

Be it resolved by [-e861762]the Sen[-e861762]ate and House of Representa-tives of[-e861762] the provision[+e861762]United States of America in Congress assembled, two-thirds of both houses concurring. That the following arti-cle be proposed to the legislature[-e861762]s of the several States as an amendment to the [-e861762]Constitution are ample [+e861762]of the United States, which, when ratified by three-[-e861762]fou[-e861762]rths[-e861762] of said legisla[-e861762]tures, s[-e861762]hall b[-e861762]e valid, to all intents and [-e861762]pu[-e861762]rpos[-e861762]eservation[+e861762], as part of the said Constitution, [-e861762]
