The Convention considers the Committee of the Whole report on Substitute Propositions Number 107, 140, 103, and Substitute Section 7 of Substitute Proposition Number 33 and agrees with the Committee recommendation to pass the propositions as amended. The Substitute Propositions are referred to the Committee on Style for engrossment.

IT IS HEREBY PROPOSED:

The enforcement and collection of any privilege, license or tax may be prosecuted in the courts by civil action, or by arrest and imprisonment, under such regulations as may be provided by law.
