Dear Sir Patrick

Further to our conversation H.M.G. are on record at 9 September 1992 sub-Committee 4-15 - 6.00 p.m. session as accepting the Strand 1 decisions would be included in the overall package for public endorsement.

Our record shows the following:–

Sir Ninian:– on the last point of the list on P.4 (HMG paper) "capable of securing public endorsement".

Mr Mallon:– is this regarding co-operation channels or in terms of the whole package?

Sir Ninian:– in terms of co-operation and communication, I would have thought.

Mr Mallon:– No, we would see it regarding the overall package as agreed by Strand 1.

Mr Fell:– yes, we see Seamus' logic and therefore we omit it.
