Blue, hexagon-shaped icons relate to 'procedural' proposals that do not directly alter text but affect how a committee does its work (and are usually used only for transient things, such as a point of order.)

A committee to consider and report all matters pertaining to the location of the seat of government, the character and location of public buildings and grounds, and the control and government of the same.

Idaho State Constitutional Convention 1889

Idaho's Constitutional Convention went from July 4, 1889 - August 6, 1889. Using the work that began in the standing committees, drafted reports or articles became the ratified Idaho Constitution in November 1889.
